• Provided a revised schedule of fines for insurance violations.
• Eliminated insurance hearings and allow for suspension of insurance upon 30 days notice, sent by regular mail, unless the person provides proof that an effective motor vehicle insurance policy was actually in place.
• Established an automated insurance system not later than October 1, 2002.
