Obtain a Provisional Driver's License  

Drivers who are under the age of 21 are required to first obtain a provisional driver's license as part of the GRAD program. You must already have a learner's permit and you can obtain a provisional driver's license once you take and pass the skills road test. You may not obtain a DC provisional driver's license while maintaining a valid provisional license from another jurisdiction. A provisional driver's license is valid for up to six months for US citizens and may vary for non-US citizens (according to the US immigration expiration date).

Requirements
  • You must have valid learner's permit held for at least 6 months with no pointable violations
  • You must provide a signed 40 hours Certification of Eligibility for Provisional License form certifying that you have at least 40 hours of driving experience accompanied by a licensed driver(s) who is 21 years or older and who has a valid full driver's license. A photocopy of the supervising driver(s) license must be submitted.
  • You must pass the skills road test
  • You must be clear of all outstanding debts to the District of Columbia
  • Surrender your learner's permit

  • Service Locations
    To obtain a provisional driver's license, you may visit any service location except the Adjudication Services and Inspection Station.

    Steps
    1. Complete the Certification of Eligibility for Provisional License form
    2. Schedule your skills road test.
    3. Bring form and your learner's permit
    4. Take and pass the skills road test
    5. Pay the appropriate fees
    6. Obtain your provisional driver's license.
