Convert an Out of State Provisional Driver's License

A licensed provisional driver who moves to the District from another jurisdiction must convert a valid out-of-state provisional driver's license to a DC provisional driver's license if they are remaining in DC for more than 30 days. A DC provisional driver's license is valid for one year for US citizens and may vary for non-US citizens (according to the US immigration expiration date).

Requirements
  • You must be a resident of DC
  • You must be clear of all outstanding debts to the District of Columbia
  • You must provide the following documents:

  •     - Valid out of state provisional driver's license*
        - Proof of Social Security Number
        - Proof of Current Residency
        - Proof of Ability to Drive
        - Proof of Identity

    To convert your out of state provisional driver's license, you may visit a DC DMV Service Center.

    Steps
    1. Complete the Driver's License Application
    2. Provide the required documents
    3. Take and pass the vision test
    4. Take a photograph
    5. Pay the appropriate fees
    6. Surrender your out of state provisional driver's license
    7. Obtain your DC provisional driver's license.

    *If your out of state provisional driver's license has been lost or stolen, you must provide a certified driving record from the issuing jurisdiction.
